Yes, treatment is possible in milky tooth also. every milky tooth has time to come off . decayed milky tooth can damage the underlying permanent tooth also. so it is always advisable to treat milky tooth with the treatment. in small cavity, filling can be done but deep cavity requires pulp therapy.
